What's the best quality setting?

For photos: 70-85%. For graphics with text: 85-95%. Below 60% shows visible artifacts. PNG compression is always lossless - quality doesn't apply.

Does this work on PNGs?

Yes, but PNG compression works differently. Reducing dimensions helps more than quality for PNGs. The tool re-encodes PNGs losslessly.
